   Whatttttttttttttttttt. Why was the road blocked off - did they know it was going to happen?

     My guess would be that they could tell further down the slope that it was slipping, and just happened to block the road in the right place so noone was driving across it. Someone was most likely filming for some time and happened to catch it.
